Use a q-tip with a bit of Vaseline and swab it around the inside of each nostril. This will help keep moisture in the nose and prevent the drying. Weak blood vessels can be strengthened with citrus bioflavonoids. There is another option known as cauterisation which involves heat sealing leaking or damaged blood vessels by heat fusion. This involves a local anaesthetic and an electrically charged needle to heat fuse and seal the leak.
